Rose was able to "survive" her battle (not to the death, unlike Gen) with Akuma. If they are comparable, why would Guile be a full tier below Nash and below Chun? I would say Zombie Nash is weaker than Charlie, who was able to defeat Bison single-handedly in Alpha, at the peak of his power. If the list is based on your head canon, it's fine but lore-wise, Nash and Guile were pretty equal when Charlie was alive and in his prime, and they fought to a standstill in the Udon comics. There's nothing that would hint towards Guile being a tier below Chun either. Emulating Ryu's moves doesn't mean she's close to his power level, even Dan can throw Hadoukens. Even if she does have talent, she won't be able to beat people like Cammy, Guile, Fei Long or T Hawk who are much more experienced than her. Want to discuss Capcom in general?
